Courtless exist, but don't really have a space in Philadelphia's society, except as a temporary status. People either choose, or they get 'encouraged' to leave town.
Courtless History
Shackamaxon Freehold has its Reasons for not tolerating Courtless for any longer than they need to -- any Freehold that's been around as long as this one has? It's seen any number of Privateers, Loyalists, and other bad actors sliding into its protections under the auspices of being new escapees. Pick a decade, there's been at least one or two.
Courtless Resources
Courtless have access to the main Freehold Hollow as per their Oath for a single season, and what resources as they can muster for themselves. As with all other things in Shackamaxon, help flows from the Courts.
Courtless Roles
The only role a Courtless may have in the Shackamaxon Freehold is 'temporarily tolerated until they choose a court.' They may not hold any position or gain any standing. All positions and authority flow from the Courts.
Courtless Politics
In Philadelphia, Courtless are not permitted to swear to the Freehold. They may be given probationary status for up to one season while they, in Ari's words, 'sort their shit out' and decide what Court to join. This gives them none of the mechanical benefits of Freehold membership, but permits them access to Freehold-only spaces such as Hollows. Freeholders are not beholden to protecting Courtless individuals and do so at their own choice; the Oath cannot protect Courtless individuals because then it would also apply to Loyalists and Huntsmen.
