Superficially Karen sometimes reminds people of the sorts of leaders that frequently end up on top in more traditional domains, but that's only the case if you haven't really scratched the surface. The Mekhet who she's responsible for have come to realize over time that what she really wants is for people to be free to handle things their own way, without interference from her or anyone else, and she's free to let them have whatever rope they need to hang themselves if they can't handle their own business. If they're able to look out for themselves she's content to let them do so. If they ask for help they'll get it, but it will be on her terms, in her way, at her convenience.
On the other hand, unlike the people who end up in charge elsewhere, she doesn't really care what people think of her. She's almost impossible to insult, she says whatever is on her mind instead of playing games, and she doesn't actually seem to be worried about losing or keeping her political power, and she doesn't mind giving away when she's not using instead of hoarding everything like a dragon on a pile of treasure.
RP Hooks
Reclusive - Karen doesn't really get seen much, in people try to get in touch. When she does show up it tends to be brief, either to drop in and surprise people with a few remarks before disappearing, or just to reveal she has been watching them from Obfsucate the whole time. Or at least, to make people think she has been.
Indelicate - At the end of the day, Karen just doesn't seem to care about most things. She's not necessarily hostile, but she's absolutely unconcerned about things like people's feelings most of the time. That doesn't necessarily carry over into meaning she won't protect the people she's responsible for, but she's unlikely to get involved unless others are clearly incapable of handling a situation on their own. When she does get involved she tends to deal with problems in the absolutely most direct, and absolutely least time consuming method possible.
