Saagochque has been the ruler of Philadelphia's kindred society since 1891 when she was part of an organized revolution against the despotic Prince who ruled the area before. She has the eerie presence of a centuries-old Nosferatu -- she looks like there's no muscle at all on her bones and lights tend to dim in her presence -- and has shown to be a terrifyingly powerful fighter and a capable and well-prepared blood sorcerer when pressed, and she has survived more than one assassination attempt. At the same time, she's well known to be surprisingly fair with all the kindred who live in her city as long as they never test the limits of her patience or her laws. Over the years her people have learned that the best thing they can do when they make a mistake is to inform her, then tell her how they're going to fix it and prevent it from happening again; she's more interested in resolution than punishment.
RP Hooks
Sakima - The closest thing that Philly has to a Prince, Saagochque is the city's Sakima. Enough of the city's kindred use her title as something like a term of endearment that it's almost interchangeable with her name.
Animist - It happens to be true that all things have spirits, which is convenient to Saagochque's religious beliefs to that effect.
Surprisingly Gentle - Saagochque has been compared to a mama bear to the city's kindred on more than one occasion, and never protested the comparison.
Blood Seer - One requirement she demands in return for the protection of the city's laws is a single vial of vitae. It's well known she uses it to learn things about the people who live in her city.
