Philadelphia is a somewhat unusual city, in that more value tends to be placed on one's Clan that on Covenant. Domain is granted to the Clans to divide up among their members, and the leadership of each Clan serves as a member of the Caucus that handles the majority of the city's governmental affairs. When one of the Kindred has a problem that they need to raise to someone of authority, the default contact for most situations is going to be either their Family's head or their Clan one, and in many cases those two people are one and the same.
The head of each Clan is referred to by a few different terms: most common are Sagamore or Priscus, which are both recognized by most people who have lived in the area for any length of time. Other terms might be individual to a specific clan, simply because its members decided to refer to their leader that way. The method of choosing the head for each Clan is left up to the Clan itself, but with the exception of the Mekhet, leadership hasn't changed for any of the clans in decades.
Daeva, The Serpents
The Daeva clan is lead by Tahmina, who supported Sakima Saagochque in her revolution against Prince Adelgrief. Tahmina is easily the most approachable of all of the Sagamores, and unexpectedly is both the oldest and the kindest of the five. Although she'll give priority to members of her Clan and Family over others if she has to choose where to spend her time, how to get in touch with her is an open secret among the city's Kindred. She's a member of the Ordo Dracul, but has the unusual distinction of having given up the study of the coils before she even came to Philadalphia in order to become a Confessor, acting as sort of a psychologist to its members, a service she extends to her Clan and the rest of the city.

The position of the Nosferatu clan head is unsurprisingly held by Sakima Saagochque, who has been the undisputed head of the clan since she took power. The result of having the city's leader as a member of their clan means that the Nosferatu enjoy more acceptance in Philadelphia than they often do elsewhere, though they certainly still tend to embrace what they are as well. The Sakima is well known to be someone who takes people as individuals, rather than stereotyping them based on their clan, covenant, bloodline, race, or other characteristics, and most people would say that she treats people fairly, but is a harsh woman when crossed. She's a member of the Circle of the Crone, a known blood sorceress and seer, and she enjoys a broad but far from universal support among both the Nosferatu and the city as a whole.
The Nosferatu clan's primary territory covers the majority of the terrain under the city itself, whether it's sewers, subway tunnels, or otherwise unused basements, as well as all passenger rail lines both above and below ground. They also own a number of "abandoned" properties around Philadelphia, most prominently the Hale Building not far from city hall, which serves as the unofficial clan headquarters, the Willow Street steam generation plant, the Frankford Chocolate Factory, where Elysium is located, and the Old Inquirer Building. Chances are that if a building is largely considered to be run down, abandoned, and waiting for someone to redevelop it, the Nosferatu maintain an interest of some sort.
