In Philadelphia, Courtless are not permitted to swear to the Freehold. They may be given probationary status for up to one season while they, in Ari's words, 'sort their shit out' and decide what Court to join. This gives them none of the mechanical benefits of Freehold membership, but permits them access to Freehold-only spaces such as Hollows.
