{{Tab}}Guardians tend not to know too much about one another, and that certainly holds true of the Epopt.  Cypher is, as the name implies, difficult to pin down as to who they precisely are and what they precisely do in the world of the sleepers.  Being a Moros means never being at a loss for wealth and income.  He never seems to leave the safe house save through magical means, seems to keep no relationships outside of the caucus, short of those held by his masks.  He seems capable of sliding into roles and back out of them with uncanny ease, a fact that unnerves even some of the Guardians.  He's deliberative, soft spoken, and short on words.  Such that when he opens his mouth to speak, those around him tend to grant his words more weight than they might otherwise.  Duty minded, and focused on The Mission, and not above placing himself in the line of danger for the cause, he is otherwise an exemplar of the order's ideals.  Self-sacrifice unto the annihilation of the self.

That work was quiet, unassuming, diligent, and to the point.  They uncovered a Seer cadre operating in the city, learned the locations of their safe houses and bases of operations, unraveled their warding spells, and opened the doors for the Arrow Caucus to do what they do best.  Since that time, they've worked together as two sides of the same coin, turning over secrets and collecting information on the consilium's enemies with considerable care for the consilium's members.  Of course they're all rather unpopular-- the whole of the Major Arcana are generally squinted at by most --but they keep out of everyone else's business, only poking their noses in when things go sideways.  A Man is the heavy hitter of the Caucus at present, martially speaking.  Though they rarely ever bring this to bear, preferring to open the doors for the Arrows instead.  If anything, this Man is a humble figure.  Plainspoken, self-effacing, willing to pass credit to others that work with him in matters.  Oblivious to praise, really.  Which of course means he's a true believer and should be watched carefully.

Man Proposes, God Disposes

 A Man came to Philadelphia about twenty years back. That Man settled in and waited for Cypher. And when Cypher showed up, they set to work. They uncovered a Seer cadre operating in the city, learned the locations of their safe houses and bases of operations, unraveled their warding spells, and opened the doors for the Arrow Caucus to do what they do best.
