Having conducted both interviews and gone through his findings, Sirius reached out to Constantine to let xim know that he was ready to give his report at a time and place of the Arrow's choosing. He arrived in a timely manner, dressed neatly as was his wont with a folder tucked under his arm with his findings.

Constantine -- not surprisingly, given the givens -- sits in xir office in the Chapterhouse, reviewing a stack of paperwork and making little notes here and there. Xie looks up when the door opens, offering a perfunctory smile to Sirius. "What have you learned?" xie asks, never one to spend time on pleasantries or waste a moment.

Jeremiah nodded politely as he was greeted, sliding into the office to claim a seat as he replied.

"As far as the observation of the event is concerned, Master Bones perceived it after it happened rather than during it at Psyche's request via Time magic. Both Master Bones and Psyche also affirmed that Master Kaminari did not directly state that the home was her sanctum in either of their visits to the home."

A small frown flickers across xir face. "So this is simply a case of someone misstating what they did, and bad blood between the parties blowing this up into a whole Thing?" Constantine sighs. "Is it your opinion that any of Laws that Master Kaminari listed in her complaint were actually broken?"

"That seems to be the case, unfortunately." Sirius replies. "I would say not, as there was no breach of the boundaries of her Sanctum by either party and the Emeritus claims are effectively a wash since both parties were disrespected in their own way."

A grunt of acknowledgement. "And your recommendations, with that in mind?" asks the senior Thearch, as blunt as ever.

"As previously discussed the Emeritus claims can be resolved with a Duel Arcane if Masters Kaminari and Bones feel it is needed. For the rest there is no judgement to be handed down as there was no breach."

"The question does remain whether it can be assumed that one's personal home is also their Sanctum or if that needs to be declared. While Master Kaminari did state that Master Bones was free to use magic inside of her home it was not an outright declaration of sanctum-hood, leaving the onus of asking such onto Master Bones. The 'they should have known' from Master Kaminari's report still doesn't sit well with me." (edited)

"That is not a question. That is a matter of established Lex," Constantine answers in xir usual blunt fashion. "If it is not formally declared, it is not a Sanctum under the Lex. We are absolutely not doing the 'you should have known.' This is not kindergarten and I do not have time for that."

"That matter is closed and I am happy to add this case precedent to our Lex to underline that piece of settled law. It is settled."

Xie taps xir fingers on the table briefly. "I view this as an opportunity to establish or underline three separate precedents in our local Lex:"

"One: a person's memories are their own, and viewing a person's memories after the fact is not a violation of another person's privacy. That this was a misunderstanding should be clearly delineated in the written ruling such that I do not have to deal with another round of this, because frankly, we are at war and this is quickly becoming a waste of everyone's time and resources, if it is not already. However, Deputy Sentinel Psyche was fully within her rights to have Master Bones review her memories because they are her memories."

"Two: A Sanctum must be declared or no rights or violations can be claimed."

"Three: The law has no interest in the interpersonal relationships of Awakened. It has interest in the actions of Awakened. Both parties feel their Emeritus was affronted, let them take to a Duel to resolve it, and then let the matter be resolved."

Xie picks up xir pen, makes a small note on one of xir papers, and asks, "Do you feel there are any points left to discuss?"

"Agreed." He nodded, listening intently as Constantine continued. "Not at this time, no."

A sharp nod of xir head: blunt and practical, not unfriendly. You know. Constantine. "Please leave any written report. I will write up the ruling, post it, and add it to the Lex. Please don't let me detain you."

"Of course." He placed down the report he'd compiled on Constantine's desk, standing and giving xir a nod. "Have a pleasant afternoon."
