Appearance:
There's something that doesn't match, between her doll-like features and the way she keeps herself. Phaedra is blonde-haired, blue-eyed, with porcelain skin, but she often has her hair tied out of her face with a scrap of shoelace, or smudges of dirt on her cheeks. Her eyes are bright, but they sometimes seem unfocused, as if her thoughts are colorful bubbles surrounding her and she's paying more attention to them than the situation at hand.
Personality:
Phaedra is simultaneously intense and scattered. She's very smart, and eloquent when she manages to sort her mind enough to hold onto her thoughts, but that's not an always thing. It can be clear, especially to the older Kindred around, that she's very young still, and touched with more naivete than many around her.

Embraced in 2015 by Atalanta 'Tally' Hall of the Circle of the Crone, a cousin of Clara Rodriguez and member of her Family
In October 2017, Hunters caused the Final Death of Tally Hall. Phaedra stayed under Clara's wing during that time
In early 2019, she was acknowledged as a Haruspex by the Circle of the Crone
Rumors
There is a lingering sort of distaste between Banan Mac Lochlainn and Phaedra. She once managed to bring him to the verge of frenzy with three sentences, and he's never forgiven her for it.
She scryed the truth of the Nereids and faced the entity of the depths that they worship fairly directly, in order to bring information to the rest of the caucus about the nature of the threat.
RP Hooks
Lost Little Lamb - Unfortunately, Phaedra's not just a quirky manic pixie dream girl. She legitimately seems to struggle sometimes with catching things in real time and space. She'll show up to an Elysium without shoes, or wearing clothing entirely inappropriate for the weather. She doesn't forget facts and figures, but references to things 'everyone knows', whether they're basic scientific facts or literary references seem to pass her by completely. The girl needs people to look after her sometimes, and to help her with peopling.
Like Cassandra of Troy - For all her flaws, she is a genuinely insightful seer and diviner, known to use Cruac and tarot cards to pull answers out of the void. Even when not in her favored field, she's very much an expert in the occult, with a wide array of information on hand about matters from ghosts and spirits to mages and werewolves. This may be why she's so well respected within both the Circle and Clan Mekhet.
Incisive - While it's rare that people have seen Phaedra when she's angry, she is a master of cutting people down with intensely personal observations of faults and flaws they harbor. It's actually quite the sight when she decides to let herself loose on someone. Of course, the scorched-earth protocol leads to it being harder to sow positive connections; Banan still hasn't forgiven Phaedra for the tongue lashing she gave him, and she's much more nervous in his presence now.
Student of the World - Phaedra has been open about the fact that she's studying for her GED, soliciting help from Kindred (and others) who are subject-matter experts on science, history, literature, unarmed combat...wait, what? She seems determined to prove she's capable of gaining and retaining knowledge she didn't pick up as a mortal, and has a long-term goal of taking classes at the local community college, once her knowledge base will allow her to understand. Anyone with something to teach will find her an eager (if occasionally frustrating) student.

Calamity - They don't know how deep the rabbit hole leads. I need to be careful, and to remember they're only human, after all. Just a human who reminds me of me in the worst and best ways.
Cian Doyle - I think it might be forever before he hears what I've been saying, about deserving. I can wait, though, as long as I get more moments with that startled look he gets. The one that's like someone's kicked his chair off-balance and he's flailing to make sure he doesn't fall.
Eyrgjafa Freyjasdóttir - Do we still get to call people 'kindred spirits', given how little weight that word has when it's used for all of us? I'm not sure about that. But I recognize her.
Finley Adams - I don't know anyone else who I'd ask to wait for me at the bottom. I don't know anyone else who makes me want to climb to the sky again.
